My daughter does that too. Very handy resource in targetting things she actually wants - no point guessing and spending $ on stuff not wanted.

If it didn't, given the content, he's got staff who perhaps haven't got the judgment required for a role like that. I'd be forwarding it as per protocol, copying him directly and also checking he'd read it with content like that.

Even if was standard practice to forward emails to the Ministers office - use some common sense on the content of the email. Something serious like that should have been bought to his attention at his electorate office just as standard as well as sending on
