By using FontForge on a PDF from the website for the campaign (web.archive.org/web/20051223...); I can confirm that they are indeed using the illegal clone version of the font, rather than the licensed one!

Not exactly 'accident'. There was a long political struggle to build the system which is at the same time normalized, uniform and still giving necessary autonomy for teachers. Pay is not stellar and the holiday system is weird.
