From the plot I outlined, the supporting characters and the antagonist ones aren't all finished. I wasn't sure if I should write them all before writing the parts with them or the moment the character/s would show up in that chapter.

I can relate to this, and see this as an advice. I'm currently procrastinating on writing my book, as amateur first time writing one. I have let it wait for long period. Always thinking that it's bad or not good enough. But even so, I think about the storyline' progression everyday.
