Possibly dumb question: what does it mean to "use" water? The water isn't gone, it's just somewhere else, no? Like some of it evaporated, went into the sky, and rained down somewhere else?

"Making shit up" refers to you saying that it falls upon the reader to back up the writer's claims. That is false. And Wikipedia doesn't even mention a depression around 1825 - 1828. But anyway, you're right and I'm wrong. It was my responsibility to back up the original post.
