It’s a problem. But it is the currency they use. The cash in circulation in Gaza is shekels.
Why Palestine uses Israeli Shekel? Since the Paris Protocol, which was signed in April 1994, Palestine has been bound to the Israeli shekel. The protocol, which gives the Palestinian Monetary Authority (PMA) the legal status of a bank, also requires that all official transactions take place in Israeli shekels.
