I'm so sorry that happened! Nobody should be scared to walk to neighborhood just bc some idiot doesn't wanna train or keep their dog safe on a leash or inside. And chow chows are known to be protective, sometimes aggressive dogs if not trained properly. At that point the dog deserves a better owner.
