Technically shops are supposed to round down as well as up but this is Ireland, land of the gombeens, so they don't.

Ireland too. If you pay cash your total is always rounded up to the nearest five. Using card/phone you pay the list price.
Petrol and diesel are the odd ones though. They're priced down to the 0.01 of a cent per litre. Usually x.99 cents but places that want to be seen as cut price charge x.98.

The term is a dog-whistle slogan, coined just to exclude trans people, with multiple meanings — none of which make sense.
