As presented in the article (which may not be accurate), the senior officers seem suprised to sign this thingie, which I doubt would be the case if it only concerned the duty to not leak classified information or OPSEC

From what I can discern from the article, that is not what this is talking about. Disclosing classified information is illegal in any case. A NDA is not military-specific and is extends to non-classified, non-OPSEC matters. I never signed a NDA in 20+years.
