Except the NEPA doesn't do anything to protect. It imposes no limits or obligations on what can and cannot be done. It just mandates that before anything is done, endless reams of paper are generated, largely without benefit.

I follow JP politics at some distance. They're not promoting the kidnapping of people off the streets and sending them to third-world dictatorships, empowering armed street militias, and generally cratering the rule of law.

The greatest scandal in Japan right now is over whether gift cards count as bribes. The biggest scandal in the US is the president is illegally throwing people to a dungeon in El Salvador. Kind of a big difference there.

And that's the problem. There's a maxim of equity, "No right without a remedy", and that's really true because without a remedy to enforce rights and punish those who break them, they're really just meaningless statements.
