The Japanese version of Pro Skater 3 was published by Success, and there are a handful of Japan-only skaters + a secret skater (given in a magazine promo) that has various Success-related shirts.

I suspect the hyper-detail comes from the image generation starting out with pure noise (which has maximum spatial "detail"), and trying to wrangle that into something matching the prompt.

You see this with things like film matte paintings, which aim for "detailed enough" rather than maximum detail (which reads better when a shot only appears on screen briefly).
