Well, there are a number of steps between now and when something lands on the president's desk for signature.
Note: Sen. Rand Paul is so concerned at the good of all the people that he will be focusing on an amendment related to HEMP IN HIS STATE.

Ironic that attendees are apparently being paid by someone who constantly carps about "paid protestors".
