What if the artist looks at the Mona Lisa once and then draws a new character for the game that doesn't really look like her, but has some small impression drawn from it. Is that plagiarism? If not, then why is it so when looking at AI art?

What if the art is just drawing the pebbles on the street to look real? Perhaps that isn't art? Maybe it's just spacial design or something?
