In the same way that a customer doesn't pay for the $800,000 Starlink satellite, plus rocket launch, no they shouldn't. Some ISPs try to burden customers with the cost. This tension point is a gap between consumer need and private enterprise appetite. The IIJA law provided federal subsidy to fill it
