For applying the law? The court will judge if the proposal to transfer those funds are lawful and if they aren't, it will rule against it. Not because it favors Russia, but because Belgium wouldn't be following their own laws. Please stop being so simple minded.

If Belgium agrees to transfer those funds to Ukraine and Russia fights that decision in court and wins, Belgium will have to repay those funds. That's the risk they want Europe to share, instead of putting that risk on Belgium alone.
