Plato also argued that democracies inevitably degenerate into anarchy, as the poor plunder the rich, and chaos produces collapse. Anarchy leads to the rule of tyrants: an authoritarian leader can appeal to the worst instincts of the mob, since he is himself ruled by his own worst instincts.
