Aight, that's fair.
Rusty may be "young," but it's never said how young. Maybe he isn't a theme park new build and is just young compared to other steam engines. Maybe he was built near the end of steam in the 50s and 60s, meaning that by the 80s, he would've been 20 to 30 years old.
