Serials are useful for easy reference and disambiguating- that’s all it’s for. I serialize no matter the size or scope just for easy reference. Instead of saying “see report sent via email on 2 Feb 2025.” It doesn’t have to be anything more complicated than a +1 system: intel-1, intel-2, etc.

You're right. But, practically speaking, given the size of any application's potential state graph, it's impossible to validate that hypothesis, and therefore, it's better to assume vulnerability than not.
