Yea trust me I know. They outsource due to manning. State leads strategically but can’t execute tactically. So DoD which has most on ground will lead. Though our life in COIN is horrible example of transition.

Want to see what it looks like see Iraq. Outsourcing it to DoD. The little bit of what I have gotten is they are one the t won’t happen again framework or else we are in a total war.
