In 2019, policy changed from one-for-one needle exchange, where users are only given clean needles in exchange for dirty ones, to "needs-based distribution."

From 2011-18, 114,693 distributed needles were not returned.

From 2019-23, there were 2,487,747.

In Office: Time sheets show Dach in office while traveling; taking few meetings

There appear to have been ten occasions between Jan 2023 and Jan 2024 when Dach may have logged work time when he was not in the office and possibly conducting personal business.
