IMO the argument that 'university isn't for everyone ' is simply unconvincing. A uni degree is the bar for a white collar job. Unless we offer substantial options for getting into white collar jobs (like some sort of apprenticeship program), parents will continue to send their kids to university.

I think it's a bit much to expect Chow to physically obstruct Ford or workers hired by the province. She could certainly refuse to pay for things, but the province can hire its own workers to get rid of bike lanes.

She has no power in the relationship. Cities are basically at the whims of provinces in Canada. They have no power to refuse to do anything that provinces legislate them to do.
