Apple has to kneel to shareholders. Valve is private and does not. Only ones getting "mad" at less cut would be Gabe and employees getting slightly less.
Deck is probably not sold at loss because it's not like consoles where they *force* you to use one store. Also

According to wikipedia the original PC version came out around 2003 in EU/JP (only?) - almost 3 years after PSX release. But now its back worldwide on GoG and "modern PCs", yes!
