I mean they built the whole API infrastructure in the OS to be compatible with multiple external partners, OpenAI was just the first. This signals deeper integration than that though, with another company actually licensing some of the foundation models to Apple.

I agree with the sentiment, but there are many examples of data brokerage agreements among the big companies. Small business ads only see cohorts and demographics. However carriers, car companies, phone makers, etc. are selling data to be bundled as a complete profile of each individual.
