I've moderated online spaces before - a few actually! - you 100% have to step in and cull the bad actors before they get a foothold. You have to be willing to have a rule that says 'we can ban you if the vibes are off'.

Online debate is never about settling an issue, it's about trying to rhetorically trick the other person into looking foolish.
