By the time Lamb killed 2 (maybe 3) young women, his life revolved around crime and he must of had no expectation that he would be held accountable in any meaningful way. If you wanted to create a program to breed killers, you could hardly do a better job than the Manitoba justice system.

This trend continued until he had accumulated over 100 convictions. X months in prison, time served, probation, etc ... There was no escalation of sentences. In fact, his sentences as a whole got lighter, often less than his very first sentence as a teenager.

The lesson: the more crimes you commit the less you are punished?? It is no surprise that he moved on to violent offences like armed robbery, then eventually sexual assualt -- carrying his longest ever sentence of 4 years.

He was out of parole after 16 months.

Over the ensuing 18 year he was convicted of close to **40** additional crimes of a similar nature, never receiving a sentence larger than 9 mo. In fact his sentences tended to get smaller as he committed more crimes. As little as 3 DAYS, believe it or not.

His next 2 convictions came 3 years later as a young adult, both for break, enter and theft. one of those carrying a 9 mo. sentence. (Not necessarily the amount of time served, of course).

Shawn had a less-then-ideal childhood, sure. But that's not the reason why he became a murderer. That road was a long one, beginning as a teenager with relatively minor crimes -- the first being theft over $200, rewarded with a 6 mo sentence.

I am not saying I agree it is bloated (I was in the passport office on Monday :/ ) but part of it might be that Fed gov't payroll has been growing faster than the rest of the economy. I have seen stats to that effect.

I don't know *where* it has been growing ...

Just went out and saw them right over the city ... almost to the south a little but ... But maybe getting more faint and the red is disappearing.
