it's not exactly the same today, but when bundler was created rubygems was already inside stdlib, and the (non-ruby-core) rubygems team actively hated the idea of Bundler. working around a package manager that tries to stop you from existing is the entire origin story of Bundler

“use bundler from engine yard to install your gems from gemcutter by thoughtbot” sure is pretty far away from “ruby central has always managed these projects”

iirc gemcutter was just emerging as the victor at that point, beating out both rubyforge and gems.github.com, but that means ruby central was just plain not involved—gemcutter was renamed to rubygems.org when ruby central adopted it as official

Bundler was created before rubygems.org. We had to make it the default gem source, later, to accommodate the community settling on it as the most popular option.
