The court has been partisan for some time. It isn’t neutral. Perhaps the people should determine judges directly and they should have term limits. The legal system in general is to protect the least vulnerable on both sides, not the most.

If legal it is always justified. How killing civilians is not punished or admonished is because international law is not enforced often to ever. So either get together and make new laws and enforce them or proclaim the laws are a paper tiger or lead dove.
