While a rapid shift to renewable energy use is imperative, transition mineral mining, large-scale renewable energy infrastructure and related projects are enormously land-intensive, and current approaches to land acquisition for routinely lead to forced displacement and other rights violations.

For banks and investors that continue financing Total and CNOOC, this increases their financial risk and deepens their exposure to the environmental destruction, human rights abuses and climate chaos that EACOP is creating.

The project sponsors planned to raise bank loans to cover 60% of the project's costs. But our research suggests that, having failed to raise most of the money, they now plan to self-finance almost 90% of the pipeline—over 4.8 billion dollars.

An approach to engaging project-affected people that is rooted in respect for their dignity, knowledge and capabilities to make their own development choices, is actually not such a radical proposition. It just means giving effect to commitments many institutions and companies already make.

60+ rights groups have endorsed the proposal, which provides a framework for shifting from the prevailing paradigm that accepts forced displacement of communities “in the way of development," to a truly rights-based approach to community participation in decision-making that affects their lives.
