This is not accurate. The exact requirements are: “(1) a declaration of war, (2) specific statutory authorization, or (3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.”

Have any of these standards been met?

Syrian operations were covered under the 2001 AUMF as part of the war on associated terrorist groups. This strike, again, has no such argument and no such authorization.

They all had authorizations of force passed by Congress, even if those authorizations were in some cases stretched. This lacks any such authorization.
