Yeah, "prices are going up but more slowly than they were" is something you have to think about, whereas "prices are going down" is something you can check much more easily.

Well, yes and no. (That particular prohibition applies only to events organized directly by FIDE, and that's a tiny proportion of FIDE-rated events, let alone all events.)
