It's actually not. This method just hides it. If you go to about:config and search browser.ml.chat.enabled the value will still show "true" meaning it's on even though you can't see it. Change that to "false".

Server Settings -> Roles -> Everyone -> External Apps
Like the screenshot below. It won't stop the bots you've added in the server from working just stuff people have added to their accounts. Those external apps also can't see into your server.
