My experience is that for pupils who struggle with both (and they largely correlate) literacy is worse than numeracy - it's very rare for someone not to know how to work out 7 times 5, but relatively common not to know how many bananas in total there are if there are 7 bananas per pack and 5 packs.

Which (apart from a, oddly) describes Edinburgh - you can see how many people comfortably fit inside a desireable area that still includes warehouses, a cemetery, a high school with playing field, a park and half of a football stadium.
