This excuse is used repeatedly because of the SC ruling about his powers. He probably doesn't understand the repercussions of his choices, just goes along with whatever he thinks will maintain his delusional wise/tough guy reputation (which is laughable if it weren't so dangerous).

It is inexcusable. I would like to know how trump and his henchmen convinced so many to be willful followers. The climate of society is a horrifying nightmare.
