Who is coming up with these provisions? Certainly not the run-of-the-mill Reps in Congress. Someone much more nefarious is writing these bills. There are other provisions that give all Congress' powers to the president. This bill just can't become law!!

So how does Trump put a tariff on a public corporation? He wants to penalize Apple, so Samsung & others to "be fair". He doesn't legally have the right (now) to impose tariffs at all, but tariffs are imposed on countries, not companies, right?
