Why do I feel like we always have the same rotation of referees. With 10 games per weekend and teams of 4 I feel like there should be more variety.

Not at all but based on your logic of banning countries in the future for present actions there are a lot of countries that should be permanently banned from sports. Like Germany from 70 years ago or the history of basically every country. Hate doesn’t make hate ok.
