It's painful to read. He almost gets it when he talks about the cost angle, but then dismisses it when he says you can't automate housing production like you can with cars. What do you think regulatory reform does? It's just automation for the regulatory part of pulling a building permit.

I was referring specifically to the children of servants and free white women in response to his statement. They would be bound for 31 years of labor.
Overall, this code was one of many legal steps over time separating indentures from chattel slavery - prior to this they were more similar.
