the bottom line for me is that Cuomo sucks, and that every time he mentions being Italian, I feel it’s a disgrazia for all of us Italians and Italian Americans!

Yes, I see it in that context, but more like “it’s a pity/that’s too bad” than “it’s a shame/it’s shameful” (apologies if I am missing the real meaning of “shame” in English)

Yes, you could say “è vergognoso” or even better, “è una vergogna” (talking about the behavior, not the person)

I am Italian and can confirm this. You can’t use “disgraziato” to talk about Zohran’s behavior. I guess Cuomo wanted to say “una disgrazia”, but nobody in Italy uses that word in that context anyway. “Una disgrazia” means “a source of bad luck” more than “a source of shame”.
