There's like 50k sea lions in the river, last I checked they only want to kill low 3 digits though. The problem areas are 120+ miles from the ocean and most sea lions don't travel nearly that far upriver.

For the ranchers I knew, even just the federal grazing stuff was enough. Had a 90 year old man tell me that he'd go down and take care of the bundys himself if he could get the fed rate on pasture.

I think you got it backwards: they want to get rid of cents because production costs are higher then face value produced right now (melt is still lower then face, about 7/10th of a cent)
