Johan Galtung, a pioneer in peace studies, defines “negative peace” as the absence of direct violence. This contrasts with “positive peace”, which involves addressing the structural roots of conflict to create a just and equitable society.

The first part of the framework outlines six major categories of external resources, enabling countries to identify and access the most suitable forms of support for their unique context.

This unique framework aims to inform leaders in transition countries about practical ways to leverage the full range of external resources available to them to advance national priorities.
