Why is the accused Minnesota shooter charged with second-degree murder rather than first-degree murder in the complaint unsealed tonight?

Minnesota law requires first-degree murder to be charged by a grand jury. Presumably the DA can file an amended complaint with the more serious charge later.
The Star Tribune reports that the criminal complaint against the accused shooter has now been unsealed. He's been charged with two counts of second-degree murder and two counts of second-degree attempted murder.

I'd read somewhere else on here that 1st degree charges require a grand jury and will likely come shortly, weird quirk of law

This is similar to Brian Christian's "most human human" - demonstrating the ability to handle the "book move" parts of human communication, as boring as they are, is integral to demonstrating that you are a normal human with basic social sensibilities
