Correct, but you can go to Blaine after defeating Koga (because you need his badge), so Sabrina can technically be beaten after Blaine.

Depends on the Pokémon. Speedrunners use an X Special to raise Espeon's Sp. Atk, although they use a glitch to use another Pokémon's turn for it.
