In Smuggler's Hold (Sabacc Cribbage), the maximum number of Spoils Selection cards, assuming a player hit Outer Rim at every single play & captured every possible card in the Skirmish = 16. It would be 20, but the HOLD in this case would go to the opposition per the "Fewest cards available" rule.
