Agreed, but 70%, as in Harvard's case, seems far too much. For me, they are clearly using the NIH grant money as a slush fund to cover other budgetary liabilities.

Those costs should be itemized and covered separately so that science funding covers science-related needs.

From the article, this isn't a cut to grants. It simply requires that for a $1M grant, no more than 15% may be spent on indirect costs.

NIH grants should support the science rather than the university. If universities need operating subsidies, this should be separate from NIH grant money.
