No problem at all. Tariffs hurt both sides but when they hurt one side more than the other they can be used for leverage, at least in the short term. Long term, countries will try to forge greater trade relationships elsewhere and reduce dependency on unreliable partners.

Both sides lose with tariffs, but typically one side loses more than the other. Costs go up for US consumers but Colombian sellers lose out on sales or are forced to sell at a lower price to remain competitive with other countries.

Simplified version:
Colombia sells coffee for $5
Brazil sells coffee for $5.50
USA puts 25% tariff on Colombia.
Cost of importing coffee from Colombia increases to $6.25
USA redirects coffee purchases to Brazil as it is relatively cheaper.
USA pays 10% more for coffee.
Colombia loses out on sales.

Tariffs punish both parties but the impact to one side might be more significant than the other and so that's how they can be used as leverage.
