Maybe a bit of both? Banked schedule is going to lead to longer wait times at some times of day & shorter in others. But averaged over the day they haven’t changed that much.

I know that stretch well and it was always a pleasure to pass the bumper to bumper traffic while having a ride on the lovely multi use path. I wonder how much it would cost to buy every Philomath commuter an e-bike?
