There are actually a required number of air changes per hour for commercial HVAC, depending on the type of building, to prevent to much C02 from building up. They are OK with fresh air, while home hvac design is "seal it up good and tight".

Commercial HVAC is really cool. Economizers, makeup air units, enthalpy wheels, and the mysterious world of air balancing, which I helped out with for a few years in college.
