I don’t understand this statement - why is this “less taxable” than a salary? It’s a profit distribution from a partnership in which he is a member, so he will pay income tax on it, surely?

Remove the tax break, and land prices will normalise to a sensible income yield (more than 0.5%!), which will mean that hardly any of them will pay IHT. Look what has happened over the last 20 years or so, and what might be reversed.
