There was no mistake. Deck was sold as intended.
They don't have to compete with other pc handheld although the deck have been sold the most (Switch isnt pc handheld).
Same with steam machine. They dont have to compete with other consoles. Any number around the deck will be a success.

Valve doesnt have EU retailers. that store will likely buy from steam like any of us then resell.
