They took neither side, but they did suggest that larger general purpose models are more likely to be transformative (unlike say, Ross Intelligence for example), esp when guardrails are in place.

Did you bother to read the Office's third report on Gen AI training? They're pretty aligned with the points that Cathy and others have been making here re: fair use and training.
