In Patticle Physics it is usually strictly alphabetical. You need to ask who did the actual analysis and check who is doing the important background work across literally hundreds of papers.

In the department I worked for senior academics would help review applications and identify good references.

The short summer application cycle is not the expected preparation time.

The final date allows the review committee to do its work before the start of the academic year

As a post career academic the not so secret sauce in these fellowship applications is that you are petted to have them prepared and hashed out before the submission period opens. They usually run on a regular cycle that can be predicted.

If your department is not helping you need a mentor.

Sounds like a competitor to the Superb Lyer Brand rd. they also copy every other bird song along with cameras, chain saws etc. for the same reason to.

Good luck. I hope things start improving soon.
I needed to get input on how i was doing from friends.
Mine lasted a long time and improvement was gradual. It felt like I was not getting any better. My family gave positive feedback that I was actually improving when I felt all was hopeless.

Back in the mid nineties my wife tried to get one in the field of training people to use PCs. They wanted 16 years of experience since she did not have a degree which was nigh on impossible in the field.

She started training people using Digital PDP-11s.

PS H1-B workers don’t come cheap.
