Let's clear up the confusion about bail & money bond. Money bond is used for 2 purposes (w/ a few exceptions): #1 Judges use money as a condition of pretrial release. They set an amount of money that the person is supposed to afford & then be released.

The VA Pretrial Data Project is one model states could follow (see 2021-22 report, key findings p. 3-4). It confirms other research: most people attend court & remain law-abiding before trial.
